No exam, no license. See if you can find a helping Sch club in your area that you could go to and ask if they need any help with anything.
Most clubs will be happy to have someone around and in the meantime you could also learn what training is all about.

Call your local obedience club and they should have the names of Search and Rescue organizations in your area.
Logic says you and your dog need to pass an evaluation before moving on to the next level. For example, a dog must be proficient in ground tracking before moving on to air scenting.
The important thing is get your dog to be 101% reliable off leash, before you start advance training. Meaning, if it's a football field away and you give the command sit, it sits.
The police department has their own trainers, they don't use outside people.
