Tips on NYC Apartment Hunting?

I want to move to NYC, and am looking at apartments in Brooklyn. What are the best neighborhoods, and the worst?

And if you have any tips to snag a sweet deal; like apts by owner or broker? And lastly, what is the best time to move there?Tips on NYC Apartment Hunting?
Brooklyn Heights, Dumbo (very expensive almost like Manhattan), Carroll Gardens, parts of Williamsburg, Greenpoint, Park Slope. The wortst parts are East New York, Brownsville, Bushwick parts of Bed-Sty. You can look at craigslist.com, nypost, daily news, realtor or building/apartment signs. You just have to comparison shop. The winter, or right after school starts in September (these will be stale listings).
